Pharmacy regulator appoints financial services expert as deputy chief executive

The General Pharmaceutical Council (GPhC) has appointed Megan Forbes as its deputy chief executive and director of operations, effective from 5 June 2017.

Forbes is currently head of department for retail enforcement at the Financial Conduct Authority (FCA), which regulates financial services firms and markets in the UK.

At the FCA, her responsibilities have included: leading the IT, finance, HR, communications and legal teams; supporting the enforcement division; and managing teams of investigators tackling misconduct in financial services.

In addition to her regulatory experience, Forbes also has governmental and legal experience. Previous roles include working as legal and enforcement partner at Ofgem, the regulator of the gas and electricity markets, where she was involved in the transformation of Ofgem’s approach to enforcement.

She was also deputy counsel for the speaker to the House of Commons; and advised the government on a range of issues relating to the energy and telecommunications sectors, employment law and export control.

Duncan Rudkin, chief executive of the GPhC, says that Forbes “will take on a new role within the organisation and will have a critical part to play in helping us to achieve our ambitious strategic aims and programmes of work”.

He adds that her wealth of experience, particularly within regulation, “will be of great benefit to the GPhC”.
