Pharmacists to be barred from automatically registering as pharmacy technicians

In the same article in the PJ (vol299 pg7) it also goes on to state that "pharmacy technicians will also be able to supervise pharmacy pre-registration students for the first time. Currently pre-reg students have to be supervised by a pharmacist." I'm really confused as it seems to be saying it is OK for a Technician to do a pharmacists job, but not OK for a pharmacist to do a technicians job. Will a Pharmacist supervised by a Technician be able to be 'Pharmacy trained' if the job roles are so different??
