Pharmacies incentivised to cut back on sales of sugary drinks

Why reduce it to 10% of the total volume of all drinks sold in a pharmacy and not 5% or even better still, 0%? Sounds very arbitrary. What is the volume of sugary drinks sold from pharmacies as a percentage of the total volume of sugary drinks sold across the country?
